Background

1. Open ECP, and in Admin Roles, copy the Organization Management permission group. The new group is named Limited Organization Management.

2. Open Exchange Powershell and create a new Limited Mail Recipients role using the following command, which inherits from the Mail Recipients role.

3. Use the following command to change the Limited Mail Recipients role and remove commands that can add full control permissions.

4. Modify the permission role in the Limited Organization Management group, delete Mail Recipients from the permission group, and add Limited Mail Recipients to the group.

5. Add a Member for the Limited Organization Management group, log in to ECP using this Member, and verify the result.
