3. Having professionals suitable for carrying out business activities;

4. The company and its main investors and main management personnel have no illegal records of violating the telecommunications supervision and management system within three years;

5. Credibility or ability to provide long-term service for users, necessary premises, facilities and technical solutions;

6. Other conditions prescribed by the State.
