cause of the problem

Oracle oci.dll is 64 bit after installation, and PL/SQL Developer, a 32 bit application, cannot load. That is, we installed oracle64 bit, but there is no 64 PL/SQL. So you can't connect to the database.

Solution: At this point we can't use PL/SQL Developer to connect directly, but also need another tool from oracle to help us.

Step 1: Download: www.oracle.com/technetwork/database/features/instant-client/index-097480.html

Select the first InstantClient for Microsoft Windows (32-bit) to download, please do not download 64bit, I tried, can not achieve the connection.

I downloaded this version.

Step 2: After the download is complete. Decompress, and client decompression in the same directory. For example I unzip to C:\app\instantclient_11_2.

Step 3: Run PL/SQL. Do not enter user name, password login, click "Cancel" to enter the interface.

Step 4: After entering, click "Preferences"

Step 5: In the Preferences window. Click Connect. Enter the path after client decompression in Oracle home directory name, and enter the path where oci.dll is located in OCI library.

Step 6: Modify client system variables.

Click Advanced, Environment Variables, New, Enter Variable Name and Variable Value. Note that the variable value needs to be entered in the location of the tnsname.ora file for parsing.

Step 7: Run PL/SQL again and enter your username and password to log in normally.
