The highest level is align by strategy.

The second is align by system.

System is the standardization and systematization of procedures.

Next, align by goals. (manage by objectives)

Decompose the goal, KPI, and investigate the achievement of the goal and KPI.

Next, align by supervision. (micro-manage)

Supervise every specific decision and action of everyone, coordinate and intervene in time.

There is no lower level than supervision.

However, vision, which is at a higher level than strategy, cannot implement alignment. A good vision should be able to accommodate the fission and evolution of strategy, which requires that flexibility and alignment happen to be contradictory, so vision cannot be used for align organization.

Therefore, if you want to drive organizational alignment, you should choose to do it on one of the above four levels according to the situation. If you look at the leadership level of a leader, you can see which level of alignment method he can successfully apply and successfully implement the alignment of the organization.
