When ORA- 12514 occurs, there are generally several reasons:

(1) the tnsnames.ora file is not configured correctly.

(2) the sqlnet.ora file is not configured correctly.

(3) due to the different client and server versions, the compatibility parameters are not modified in the sqlnet.ora file.

(4) the password file is not configured correctly

The problem occurs when the password modified through orapwd has the @ symbol, and it happens that the password I modified contains @, so you need to add double quotation marks when entering the password as follows:

When this problem occurs, you should think that the only modification is the password file. There was no problem with the connection before, and the password file was located at that time, but you didn't think of it.

Will need to be enclosed in double quotes when entering a password, or think a lot.
