1. Create a new database:

2. Create the corresponding account for this database

Then click the drop-down list after "add permissions to the following database", select the database, select all under the data, and then select the check boxes except the bottom three of the structure. Then click the "execute" button, so that the user is configured to fully manage the database.

Note: because we only want to give this user full permissions to manage this database, but do not have administrative permissions for other databases, we must be careful when configuring permissions.
