Many Exchange mailbox administrators have asked, after modifying the quota for users with full mailbox quotas, it will not take effect immediately, and it will take some time to wait. how to adjust this time?
Here is a note of how to deal with this problem:
Problem description:
A mail system of Exchange 2016 CU7 has been deployed. There are three mailbox servers in total. The operating system version is Windows server 2012 R2. Now the quota for all mailboxes is 2G, the default quota of the database, but a few special users may need to temporarily adjust the quota later. After the adjustment, we cannot restart the information storage service directly, so I need to let it take effect automatically, but the default effective time seems to be 2 hours. Now it needs to be shortened. I don't know how to modify it. Does each server need to be configured?
Solution:
After we change the mailbox quota, the configured quota will be used after a period of time, but it will not take effect immediately. Restarting the Microsoft Exchange information storage service will cause the configured restrictions to take effect immediately.
Because the Microsoft Exchange Information Store service enforces mailbox size limits through cached mailbox configuration (mailbox configuration cache). Configuration changes do not take effect until the cache is flushed. The default interval for refreshing cached mailbox information is two hours.
To resolve this problem, you can change the refresh interval of the mailbox information cache by modifying the reread logon quota interval Reread Logon Quotas interval value of the Microsoft Exchange information storage service in the registry. The value of the reread logon quota interval depends on the directory service accessing the Directory Service Access Cache (DSAccess) cache and the mailbox information cache Mailbox information cache. Therefore, you must configure the values of both CacheTTLUser and Mailbox Cache Age Limit Mailbox Cache Aging limits.

Use the Registry Editor to configure the mailbox information cache refresh interval for the Microsoft Exchange information storage service
Start the registry editor and locate the key HKEY_LOCAL_MACHINE\ SYSTEM\ CurrentControlSet\ Services\ MSExchangeIS\ ParametersSystem.
To configure the interval at which mailbox size limit information is refreshed:
a. Right-click ParametersSystem, select New, and then select DWORD value.
b. Name the new DWORD value "Reread Logon Quotas Internal".
c. Right-click Reread Logon Quotas Internal, and then click Modify.
d. Under the Base option, click Decimal.
e. In the Value data text box, enter a positive integer to specify the refresh interval (in seconds) for the mailbox information cache, and then click OK. The default value is two hours (7200 seconds). The recommended value is 20 minutes (1200 seconds).
To change the aging limit value Mailbox Cache Age Limit for the mailbox information cache, do the following:
a. Right-click ParametersSystem, select New, and then select DWORD value.
b. Name the new DWORD value "Mailbox Cache Age Limit".
c. Right-click Mailbox Cache Age Limit, and then click Modify.
d. Under the Base option, click Decimal.
e. In the Value data text box, enter a positive integer to specify the aging limit (minutes) for the mailbox information cache, and then click OK. The default value is two hours (120 minutes).
Locate the HKEY_LOCAL_MACHINE\ SYSTEM\ CurrentControlSet\ Services\ MSExchange ADAccess\ Instance0 entry. If the registry key does not exist, use the following steps to create the entry:
a. Right-click MSExchange ADAccess, select New, and then select item.
b. Name the new item Instance0. To configure the DSAccess cache refresh rate:
a. Right-click Instance0, select New, and then select DWORD value.
b. Name the new DWORD value CacheTTLUser.
c. Right-click CacheTTLUser, and then click Modify.
d. Under the Base option, click Decimal.
e. In the Value data text box, enter a positive integer to specify the cached interval (in seconds) of the user data object. The default value is 5 minutes (300 seconds). Close the Registry Editor. Restart the Microsoft Exchange information storage service.
These values are set on the Information Store service, so in the end, you have to restart the Microsoft Exchange information storage service for the changes to take effect. You don't need to restart the next time you change the quota, because the default time change is already in effect. Although the settings on the server have been changed, users are required to log in to their mailboxes again at Outlook.
In addition, modifying the registry has certain operational risks, and it is recommended that you back up the registry before changing it.
