So, when you find the lsnrctl.exe in the oracle directory C:\ oracle\ product\ 10.2.0\ db_1\ BIN, set it on the compatibility page of its properties:

Run this program as an administrator.

Then, execute lsnrctl on the command line to execute start in the listener, and the listener service is automatically created.

3. Unable to log in to the database

Configure the listener and the local net service name through netca. After creating the instance, you will always be prompted when you log in to the server through SQLPlus:

ORA-12546:Permission denied

From the hint, it is the problem of permissions. Try to set the compatibility page of sqlplus.exe and oracle.exe to "run this program as an administrator", but it still can't be solved.

Even after logging back in as an administrator, restarting the listening and the instance is still the same error.

Finally, I tried to set the compatibility of the file oracle.exe to: run the program in compatibility mode, windows 7, and finally solved this problem.

Verify that you do not need to set "run this program as an administrator".
