When installing Exchange Server or updating Exchange Server patches, prompt "Server did not restart after update." Sometimes, even after restarting the server and reinstalling it again, it will still prompt "Server needs to be restarted". This situation can be resolved as follows:

Windows determines whether the server needs to be restarted by two registry keys:

HKEY_LOCAL_MACHINE\SoftWare\Microsoft\Updates\UpdateExVolatile, whether UpdateExVolatile exists, or whether the key value is not 0.

HKEY_LOCAL_MACHINE\SYSTEM\CureentControlSet\Control\Session Manager\PendingFileRenameOperations, the PendingFileRenameOperations key exists and is not zero.

If you are prompted to restart the server during Exchange installation, you can manually change the registry keys in the above two places to 0 or delete the above keys directly.
