Last month, the United Federation of England and Wales (TUC) released a report showing that intrusive technology can undermine people's right to privacy at worst and, at best, employee morale.
As part of the job, TUC commissioned a survey in which more than half of the about 2000 workers who gave feedback thought they were being monitored at work.
The survey found that the more common types of surveillance are accepted, the more employees expect to use these common types of surveillance, or want to see the benefits of using these monitoring methods.
For example, 49 per cent of respondents said it was likely that their boss was monitoring email, documents and browsing history; 45 per cent said their boss would use closed-circuit television (CCTV); and 42 per cent said they used phone logs, including call records.
However, many respondents also pointed to emerging technologies such as face recognition (15%) and location tracking-40% of respondents said companies track assets such as phones, and about 21% said they use handheld or wearable location tracking devices.
Only 20% of respondents said their bosses were likely to use computer webcams to snoop on the workplace, while 26% thought they used keyloggers.
About 1x3 respondents felt that their social media outside of work was also being monitored-70% of respondents thought this behavior was unacceptable.
But the most intolerable form of surveillance for workers is face recognition software-76% of respondents cannot accept face recognition.
TUC says this may be because it is difficult to see why such surveillance is used; it seems more reasonable to check bags and monitor calls or emails.
However, the survey also exposed concerns that surveillance could be misused to target specific groups of people. For example, one interviewee said that junior employees were followed more often than senior employees.
Personal surveillance is another concern, with about 2Accord 3 respondents saying webcam surveillance is unacceptable, while CCTV has gained higher acceptance because of its distance and coverage of everyone within its range.
Other respondents found the idea that employers accumulate data to screen for errors and impose penalties when they don't like someone is uncomfortable.
Another survey line tracks employees outside work hours-74% of respondents said employers should not do so, and the practice of snooping on social media was unsurprisingly widely rejected.
However, TUC points out that this is not only a matter of picking up the past, but also may prevent people from participating in trade union activities. As a result, TUC recommends making it illegal for employers to infringe on employees because they use social media to organize activities.
Nevertheless, the union acknowledges that proper use of surveillance has benefits, such as health and safety, and the ability to prove that employees play by the rules when customers complain.
The TUC report also points to data protection and privacy laws that regulate the use of employer surveillance, but says many employees are not aware of their rights or feel powerless to challenge surveillance they consider unfair.
As a result, the TUC initiative, trade unions are given the right to consult and consent to the use of electronic surveillance in the workplace.
The Government should also introduce stricter regulation to prevent the use of excessive or intrusive surveillance in the workplace and request the Office of the Information Commissioner to update the Employment practice regulations to include new technologies.
