First of all, to enable the file on demand feature, you need to ensure that the version of Onedrive is OneDrive build 17.3.7064.1005 or higher. Let's visit OneDrive- > about obtaining that the version is higher than the standard requirement, then the problem does not occur with the OneDrive version, as shown in the following figure:

Next, let's take a look at the version of Windows Server. If you use file on demand, you must meet Windows 10 (version 1709 or later) or Windows Server 2019. Let's take a look at the system version, as shown below, which does not meet the standard requirements.

Therefore, if the enterprise wants to implement the file-on-demand function of OneDrive for business for end users, make sure that both OneDrive for business and Windows Server meet the version requirements.
