Download not only the x86/x64 file, but also tools. After unzipping, make sure that the downloaded file contains sqlite3.def, sqlite3.dll and sqlite3.exe.

After the file is downloaded

Create the folder C:\ sqlite and move sqlite3.def, sqlite3.dll, and sqlite3.exe into this folder.

Add C:\ sqlite to the PATH environment variable.

Once installed, we can use the sqlite3 command in cmd
